THE BUREUCRAT:

Abel Chapman, a brown haired and eyed short and polite man, an average looking fellow going with his suit and carrying the suitcase. Easy to agree on other people, never giving his advice or opinion. Have worked as a salesman on the same company for his whole life, never gaining praise or promotion but never the subject of complaints either. All in all an average employee and an average person without any distinctive properties. Always humble and never seeking nor giving attention, the kind of person who will easily go unnoticed and that of, no one really knows as an individual.

The Bureucrat, will never contact or ask anything from anyone, will only receive offers of service and answers with short replies that contain only the necessary information, never mentioning anything regarding his line of work. The knowledge of his services goes through underground networks, and one must be deeply involved in Azuria's underworld to even know of him. Most likely, anyone being able to contact him must have gone through several informants, bribes or other indirect routes and must use a certain contacting etiquette to even be able to hope for an reply.

The Bureucrat will always ask a fee on front to investigate the target which is not returned even he would not accept the contract, and will never accept a contract if he thinks it may not be accomplished. So far, his rate of fulfilling a contract have been 100% which is a known fact in the trade.

He is educated, highly intelligent, and is seen as a genius of the trade. His approach on the matter is non direct, as he prefers that his targets will be victims of unfortunate accidents. Will never meet his clients by person and will never make direct contact with his targets, so no one really knows who he really is. His services are usually employed if all of the other options have been either used, or not available. It is the slowest route, and the most expensive.

(The chain of events leading on hiring him will usually include conversations like this: "But boss..." "No one fucks with me NO ONE!!! *BAM!/HITTING NOISE* ...it needs to be done..")

Within the story, The Bureucrat might be involved regarding The Sharpshooters backround:Age Old Enemy so that if and when The Bounty Hunter fails to collect his bounty, the crime lord offers to settle their matter with certain (unreasonable) demands and if refused, will contact The Bureucrat.

(The reason why no assassins are available in this case, is because none of them are willing to take the job after hearing who the target is - Among their travels, The Sharpshooter have been "visiting" certain individuals and righting some "wrongs" regarding his past, creating a legend among the trade that no one wants to be involved with. And without a doubt, saving the best for last...)

(Some of these individuals have developed a trait to frequently check the ceiling)
